Raymond E. Shirk
President / CEO
Raymond E. Shirk, founder, owner, President and CEO of The Securus Group, has been associated in nearly all aspects of the insurance industry throughout his entire career. A 1972 graduate of Penn State, Ray began his insurance profession that same year with The Kemper Group as the Assistant Sales Manager. He successfully led that company's lowest producing region to the highest producing region by early 1976.
By mid 1976, Ray joined CCAB Insurance in Lancaster, PA and was named the managing general partner of that firm. He held that position until he established his own independent insurance agency, The Securus Group, with a staff of eight employees in July of 1992.
Since then The Securus Group has developed into a multi-faceted firm with growth to 46 staff and revenues in excess of $5,000,000. The significant growth and operation of the agency also triggered the additions of Securus Financial Services, LLC and The Securus A&C, LLC (Third Party Administrators) in 2003 and 2004 respectively. Securus currently offers business and personal insurance, risk management, financial services and wealth management, third party administration and employee benefits. In 2005, Securus moved into their new office facility consisting of 16,500 square feet in downtown, Lancaster, PA.
Ray is an active board member of the Insurance Alliance of Central Pennsylvania, Inc., a regional organization consisting of eleven members to provide enhanced resources and services for their clients. He is a strong advocate for giving back to the community overseeing corporate contributions to various local sponsorships and fundraisers on an annual basis.
Lisa Shirk
CEO Executive Assistant
LISA SHIRK, co-owner and a member of the Management Team, serves as CEO Executive Assistant. From 1990 through 2001, she was Administrative Assistant for Pre-Need Services of the Fred F. Groff Funeral Home. Also during this period, Lisa co-facilitated a Grief Support Group and assisted in various aspects of the funeral industry. Prior to joining Securus in 2004, she was the Administrative Support and Event Coordinator for the First United Methodist Church in Ephrata, PA. Additionally, Lisa was Coordinator for their Leadership Summit.
Lisa's major responsibilities for Securus are to oversee the functions of the executive office of the President / CEO and to serve on the Management Team providing insight and support for the future direction of the business.
A resident of Lancaster County, Lisa has contributed to past and current community activities that include Youth Ministry volunteer, the Lititz Woman's Club, the Secretary of the Lititz Historical Foundation and fundraising events. She is the recipient of the Distinguished Service Award for her work with the American Heart Association. In honor and memory of her son, Lisa established and manages The Joshua S. Montpetit Foundation which awards students who have faced life challenges with scholarship monies for further education. An advocate for children with health issues, she made a formal presentation - "A Mother's Plea" before the State Officials in Harrisburg, PA regarding monies for this cause that were going to be eliminated.
Dennis Spencer
Vice President
DENNIS L. SPENCER is one of the original 9 Associates who joined Ray Shirk in forming SECURUS in 1992. In 1972, Dennis began his insurance career selling life insurance for Penn Mutual Life Insurance Company in Philadelphia, PA. In 1976, he began his own Independent Insurance Agency in Terre Hill, PA. In 1980, Dennis merged this business with the former CCAB Insurance Agency in Leola, PA - the stepping stone for the formation of Securus in
1992.
Over the past several years in addition to his position as officer of Vice President, Dennis served as the Director of Sales and handles his own book of business specializing in the construction, food and hospitality industries. His extensive insurance knowledge, genuine desire to ensure his clients are adequately protected in the various aspects of their business and attention to detail attribute to his years of success in the insurance industry.
A resident of Lancaster County, Dennis has served on the Board of The Ephrata Community Hospital and currently serves on the Pennsylvania Restaurant Association - Lancaster Chapter Board of Directors participating on a regular basis in support of that chapter's fund raisers and events. In addition, Dennis is a member of the Health, Education and Safety Committee of that chapter.
Lisa Spencer, CIC, CISR
Director of Agency Operations
LISA SPENCER, CIC, CISR, was one of the original employees who started Securus in 1992. A graduate of Conestoga Valley High School, Lancaster, PA, Lisa began her insurance career in 1981 and has experienced most aspects of the insurance agency side of the business. Lisa was in customer service for 15 years and transitioned into claims service where she served in that capacity for 7 years. In 2003, she acquired the professional designation of Certified Insurance Counselor (CIC). At that same time, Lisa joined the Management Team and now serves as the Assistant Vice President - Agency Operations providing insight and support for the future direction of the business. She is responsible for the supervision, hiring and training of the customer service, claims and human resource staff.
A resident of Lancaster County, Lisa is a member of the Lancaster County Association of Human Resource Management and attends those related educational seminars. She also coordinates the in-house continuing insurance education of all licensed staff within the agency.
Steven A. Bregman
Vice President of Sales
STEVEN A. BREGMAN is an accomplished entrepreneur and Fortune 100 executive. He brings over twenty-four years of senior level sales, marketing and financial analysis to businesses. He owned and operated for five plus years Insightful Sales Solutions, LLC - a nationally known Sales Consulting and Leadership Development Company based in the Philadelphia, PA area. In 1985, he earned his Bachelor of Science from Rider University, Lawrenceville, NJ; major was Finance, concentration was Marketing.
Prior to starting his sales consulting business, Steve spent seventeen years in various leadership positions at ARAMARK and Cintas Corporation, both fortune 100 organizations. During his time with ARAMARK, Steve was a Vice President of Sales in both the Refreshment Services and Uniform Services business units. There, he earned the distinction of being named to ARAMARK's Executive Leadership Council. While at Cintas, Steve held positions including Area Manager, Sales Manager and Sales Trainer.
A member of the Senior Management Team, Steve's responsibilities include to oversee, direct and implement the standard of responsibility, accountability and revenue goal accomplishment for all agency divisions through new business development, cross-selling, client retention and new product initiatives.
A resident of Montgomery County, PA, Steve resides with his wife, Donna and their three children Jenny, Austin and Andrew.
Terri Kutz
Assistant Vice President - Marketing
TERRI KUTZ, a member of the Securus Management Team, was one of the original employees who started Securus in 1992. A graduate of Conestoga Valley High School, Lancaster, PA, Terri began her insurance career in 1982 at Hershey & Gibbel, Lititz, PA working in various positions. She joined CCAB in 1991. Throughout her insurance career, Terri has been involved with the insurance carriers and has the expertise and knowledge to market the best products and programs for our clients. She is a past member on the Agency Council for Selective Insurance and currently participates on the The Insurance Alliance of Central Pennsylvania - Commercial Lines Committee. As Assistant Vice President - Marketing, she provides insight and support for the future direction of the business. She is responsible for the supervision of the marketing team for both new and renewal business.
A resident of Lancaster County, Terri volunteers for the Lancaster County Therapeutic Riding organization.
Jerome I. Hoff, CPA
Chief Financial Officer
JEROME I. HOFF joined Securus in January, 2006 as Chief Financial Officer. He holds a B.A. degree in History from Pennsylvania State University and a Certificate in Accounting from Franklin and Marshall College in Lancaster, PA.
Jerry's major responsibility includes the financial and cash flow management, monitoring compliance regulations and accounting processes of all profit centers within The Securus Group along with the related LLCs, and entities. A member of the Securus Management Team, he oversees the budgeting and forecasting of the agency to include the capital needs analysis and financing.
A resident of Lancaster County, Jerry is a member of The American Institute of Certified Public Accountants, PA Institute of Certified Public Accountants and serves as Treasurer for the PA State Police Camp Cadet of Lancaster County. Additionally, he is the Finance Committee Chairman for the St. Edward's Episcopal Church. Jerry is Past President for following organizations: The American Business Club, The National Association of Accountants - Lancaster Chapter, and The Landisville Parent Teachers Organization.
Tammi L. Miller, SPHR
Director - Human Resources
TAMMI MILLER has served in the customer service and human resources arena her entire career in either account management or benefits administration positions. Now in her 13th year with Securus, she is responsible for Securus internal human resource needs as Director of that department. Throughout the years with Securus, she previously performed account manager responsibilities for the Employee Benefits division. In late 2008, she joined the Securus Executive Leadership Team.
In addition, Tammi works with our clients in bringing support to their organizations in developing human resources to the highest potential. Her major responsibilities include overseeing procedural guidance and administration. Her extensive HR background allows her to interact with business owners as well as their staff providing ongoing insight and direction in the support of development and growth of our clients.
A graduate of Millersville University with a Bachelor's degree, Tammi has earned the Senior Professional in Human Resources (SPHR) designation. She is a member of Society of Human Resource Management (SHRM) and the Lancaster County Association of Human Resource Management (LCAHRM). Her affiliation with these organizations enables her to stay current and up to date on the various aspects of HR functions facing employers and their employees.
A lifelong resident of Lancaster County, Tammi enjoys spending free time with her husband, Shawn, and daughter, Healey.
Ommie Rivera, MCSE
IT Manager
OMMIE RIVERA joined SECURUS in December, 2004 as IT Coordinator. In 2007, he was named IT Manager and joined the Executive Leadership Committee in 2008. Ommie provides comprehensive technology leadership, support and new product consultation.
Ommie is responsible for managing all organization technologies and providing technology support and training. His primary duties include: analyzing systems and processes; maintaining workstations and networks; and designing, developing and maintaining Web-based applications. As coordinator on special projects including the company database software and the installation of a new phone system, he served a major role in the coordination and implementation of the technological move into the new corporate headquarters in late 2005 along with the daily support needs of all Securus associates.
A graduate of J.P. McCaskey High School, Lancaster, PA, Ommie received his Associate in Specialized Business Degree - Computer Systems Specialist from York Technical Institute in 2000. Two years later, he received his MCSE certification (Microsoft Certified Systems Engineer) through Microsoft.
A resident of Lancaster, PA, Ommie shares his evenings with his wife, Jodie and
their two children, Oliver and (to be named at the birth in March, 2010).
